How long does it take for unis to lower the grade requirements for clearing?

I had called up clearing asking for a place on a specific course however i didn’t have enough tariff points required to get in. the admissions officer did say that if not enough people were filling up the spaces they’d lower the entry requirements, how long does this usually take?
