For university, specifically medicine I want to apply to Liverpool and Manchester and although I meet the minimum requirements I only meet it barely. Do they count it in terms of admission or after you reach it do they not use it?

They can use your GCSE grades as part of the wider application process, but if you meet the minimum then that is great, you are able to apply!
