One Date. He texts everyday but no plans for second date

we had a first date which went really well. after the date he was the one to text me first.

he is also the one who begins the conversation almost every day , except for a few times when I wrote him.

the fist date was three weeks ago. but still he doesn't make plans to meet. I asked him and he said he really wants to. but that's it, he did not set up a date

one week ago, I told him that I'll be going on vacation and he said that we should meet before that.
but again, no date.

only 5 days left and I want to see him but I'm not sure how to tell him because I already did. to be honest, I don't want to be impatient and scare him away.

a few facts:
-> he is 24 and never had a girlfriend, only dates
-> he already said he liked me so that should be not the reason for him not to meet again
