So is this merely a logical progression, something that needs looking at or does the UCLA Staff Attorney have it wrong. Of course it could all be made up as part of a conspiracy by mad libertarians to make the government look bad.

When was this brought in? There's been a spate of extreme right-wing attacks in the US since Obama was elected- people killing cops who they think will take their guns, the holocaust museum shooting etc. The only way they argue for this is if rallies encourage this sort of behaviour. They're using the term "terrorism" rather liberally though.

Don't know when it was brought in but if it's already in the training manuals then I would imagine it was brought in pre-Obama. I've certainly seen similar things in the past few years though can't remember exactly where.
