YES - ASAP

If you apply late then you can end up without any funds for your first term. It's easy to swap the university/course later once you're sure.

Yes, it doesn't matter if you haven't heard back, always apply early so you have more time if anything goes wrong or the process is difficult (it can be - and more than likely will be). If it turns out you don't get in then it is easy to cancel it - however, much harder to apply at the last minute if you do get it.
