Yes you can ask them to release you. Phone them up and explain you don't want to move away from home and ask if they would release you.

Was Ulster an insurance or are they in clearing?

it was an insurance. How long does the process take. do dundee have to inform ucas, and then ucas inform ulster?

Depends on how quick Dundee are. If they take more than a couple of days from you saying yes, phone them again. Track should automatically update that they rejected you and your insurance (ulster) will become your firm.

You don't have to inform UCAS, and you don't have to worry since that Insurance place at Ulster has already been reserved to you (by contract) unlike Clearing where everything works on a first-come-first-serve basis. Just tell Dundee that you're no longer interested and ask to be released... there's no guarantee that they'll do so, but it's worth a shot.
