No. No, they can't.

Although I would say that's due to desensitation over time from always seeing one's own body when changing clothes and bathing/showering, whatever.

I think if you hidden a part of someone's body, maybe their forearms (which had a birth mark on them), somehow for twelve years (hygienic I know), then revealed it and made the child masturbate for the first time properly then while looking at it you could probably instill a "one's-own-forearm-birthmark-fetish", if you get what I mean...
