When will I receive my welcome letter?

just paid for ucas... hoping for a welcome letter

No it's sent by post, and takes about a week.

I think it can take upto 14 days.

Yeah, it depends on where you live really. I received mine 3 days after sending my application off.

applied on a thursday, got it on the following monday

Yeah mine took 6 days to come...

Just because you've paid and sent it off, doesn't mean your school/college (if doing it through them) have completed the reference part etc and sent it to UCAS. I paid for mine etc a week ago and it still hasn't been sent, despite my reference being complete! very annoying! The letter took about a week to come for most of the people I've spoken to.
