My kids are twins 👯*♀️ and are 14 this year (girls).
What sort of gifts 🎁 would they like or trips or anything like that for there b-day?

If you're really stuck on something to get for them, maybe a gift voucher from their favourite shop? e.g.waterstones, new look, etc.

If lockdown rules allow, maybe afternoon tea with those little finger sandwiches n stuff?
At that age I loved getting money. Me and my mum always went shopping on my birthday so I could buy some cool stuff . And maybe little bits to unwrap like smellies, books, PJs or something .. depending on what they like. You know them best!
clothes

I'm 16 and i still love buying clothes lol

Have you asked them if there's anything in particular that they want, or do you want it to be a surprise?

I agree with what everyone else has said so far - do they have any hobbies or whatever that you could get something for?

Clothes is a good option, I will get gift cards 💝
gift cards if they have a fav online game. clothes. go out to eat if its safe in your city.
a watch for the son and bracelet/necklace for the daughter?
This is the age they start experimenting with skincare and makeup. I started buying my daughters some basic skincare products, jewellery and branded sportswear.
Can have a look at at these for ideas.

They might enjoy a weekend in a cabin/cottage? There are quite a few that are available during covid, and if you have a good look there are some really good deals! I'll attach a link below, hopefully it helps

I do and it's quite modern. Choosing these sorts of things is something for you to decide - you know them best after all
