Should I choose St Andrews or Liverpool (Suzhou) for my 2nd master's degree?

I am currently studying for master of translation studies at Durham University, with a predicted overall mark of about 65 and 65-68 in my final translation project. I have received offers to study for my second master's degree in TESOL from St Andrews and Liverpool (Suzhou campus). I am hoping to get a Distinction in my 2nd master's degree and then apply for Phd programmes in education or linguistics at Oxbridge.

I understand that St Andrews is well regarded in the UK and should look good on my application. On the other hand, I have heard that it is relatively easy to get Distinction at Liverpool Suzhou because they want to help students get admitted by prestigious universities.

Which offer should I choose?

Do you think the prestigious universities don't know this?
