I've seen on the excel spreadsheet linked below that PPE @ Warwick has 1374 applicants, 956 of which had gotten offers which is approximately a 70% offer rate. This figure seems way too high as people have said it is usually a 16 or 14% of getting and offer. Contact Warwick only they can confirm this although I suspect a 70% offer rate is probably correct. Most universities are higher than that so it being down slightly would appear to fit with that.

We have a cohort of around 150-200 PPE students a year for 1000+ applicaitons, so I don't think that makes much sense

People are getting confused between two separate stats. Applicant to offer rate might be 70%, but offer to places ratio will be much lower, as students typically get 4 or 5 offers, but can only go to one of them.
5 offers per place seems about right for a course like this. I suspect there would be around 5 offers per place regardless of the number of applicants.
