Start by talking to your personal tutor ASAP, they will want to know why you want to withdraw and can advise on how to proceed, or if something like an interuption of studies might be a better option for you.

I don't have a personal tutor as we are going into the next year.
Is there no way I can just withdraw?

If you haven't been allocated a personal tutor yet, I would recommend contacting the director of studies/course convenor for your degree.

You normally keep the same academic as your personal tutor for the entire time you are at university, are you confusing this with academic tutors ?

Talk to the department.
I would strongly suggest that you suspend, even if you now feel that you want to withdraw.
Once you withdraw, that’s it.
If you suspend, you have a year to think about it, or even transfer.
