Why is he behaving lik me this

Me and my boyfriend have been in a long distant relationship for 8 months and we only live three hours apart from each other. Sadly due to circumstances i am not able to travel even when i suggested that once he refused saying he doesn’t wanna be seen in this state as he was having family issues. Last time i saw him was the first time i was him which was back in january and he stayed for two days and a half from there i haven’t seen him again. I told him many times that i miss him badly and that i want to spend time with him but he always says we will see each other soon or i’m vusy with full time work. Honestly i have had enough of his behaviour but i really do love him so much. Aby advice?
