For the people that plan on taking a gap year and reapplying for universities at a different year, will their personal statement be needed and will they have to do the ucas application again?

You could use the same UCAS Personal Statement you used in the prior year but it would be advantageous to rewrite it with edited parts. So yes, you have to go through the UCAS application process once again.

Yes you will need to reapply. If you have applied and received offers this year, you could ask your unis to defer entry.
