Eligibility for degree apprenticeships

I am not a citizen of the UK but have given my gcse and alevels here and have lived in the UK for two years. I am on a dependent visa and do not have an ILR either. So i was wondering if i qualify to apply to degree apprenticeships because for Universities i'm considered an international student and therefore have to pay the hefty fees which would not be an ideal option.
