Confusion regarding the degree classification system (Regarding entry req. for PG)

In the case of Sri Lanka and the UK, there are notable differences in how bachelor's degree classifications are interpreted:

UK:
Second Upper (2:1) (which is a 3.3 or above) : Typically corresponds to a minimum of 60% or above.
Second Lower (2:2) (which is a 3.0 or above): Generally requires 50% or above.

Sri Lanka:
Second Upper (2:1) (which is a 3.3 or above): Awarded for 65% and above.
Second Lower (2:2) (which is a 3.0 or above): Granted for 60% and above.

The Dilemma:
Example: Consider the “Machine Learning MSc” course at University College London (UCL). UCL states that they accept a 4-year Bachelor’s (Special) or Professional degree with Upper Second Class Honours, requiring 60% or a CGPA of 3.3/4.0 from Sri Lanka. However, Sri Lanka’s upper second class honours is actually 65%, NOT 60%...!

So, would a student with a 3.1 GPA (which is a second lower in SL but still 60%) from Sri Lanka be eligible for this course?
