It's how you define 'social life', though...I go to a university with very little nightlife in the surrounding area, so most students here have to rely on what campus has to offer (which is pretty poor in comparison to larger universities). However, from my experiences, the social life is great- I go out often and I've made some wonderful friends.
I guess the point I'm getting at is that the majority of universities will allow you to meet new people and have new experiences. It's just how you want to meet those new people and gain those new experiences that will differ- so, through clubbing, or forming your punk rock band, or joining societies, or playing sports, whatever takes your fancy. Some universities will have a better clubbing scene, others will have loads of societies...
Sorry if I've misinterpreted your question, but I'm making more of a general statement than anything. In short, I don't think there IS a university with 'poor social life', if you're willing to put yourself out there!
