EU Tuition Fee Loan Request Form - National Insurance Number?

I am filling out my Student Finance form right now, and I do not live nor have ever lived in the UK.

I am wondering should I fill in the "UK National Insurance Number" field, and what I should fill it with, as I do not have one.

I am wondering this because the form suggests that everyone has one since there is no suggestion of not having one (i.e. at the beginning of the form it says "Customer Reference Number (if you have one)" but not in this case.

If you don't have it, you leave the field blank. It doesn't change anything.

How and when can I obtain my National Insurance Number? I'm a EU student as well.

Pretty much the only reason to apply for the NI number is if you want to work in the UK; you will not need the number for student loan purposes. I think you can apply for it as soon as you like (after arrival in the UK because you'll have to attend an interview). How to apply: http://www.hmrc.gov.uk/ni/intro/number.htm.
