Puppy (12 weeks) too scared to go for walk...

My 15 week old puppy is the same he is a cocker spaniel, he will go in the garden to toilet and play confidently, he has been interacting with neighbors dog in the garden and even went round a nature park with other dogs off the lead but I cannot get him to walk the streets in my area without him standing his ground and whimpering
I have a 12 week old pug puppy she refuses to go outside full stop we can carry her to car for vet trips etc she’s fully vaccinated I’m so desperate to get rid of the stinky pads but she refuses to move outside if I carry her out and try to put her down she digs her claws in and gets super anxious even in the garden grass or hard ground treats toys nothing works .. I feel so sad for her it’s cold so we even bought her a wee jacket she had both a harness and a collar n lead she just so stressed as soon as we go toward the door I could cry it breaks my heart please help ! She’s been vet checked no abnormality stuck !
