your dependents? Sister's apprenticeship

Hello.My parents are filling in the 'your dependants' part of the application form and are wondering were to place my younger sister. She is applying for various apprenticeships within the next year, she will still be living and dependant for financial support. Does this mean she will be in Q1 in section 6? Or does she not count?
