well..1 point u can make is that they were becoming increasingly militant. Especially since direct action in 1908. By 1914 they were attacking MPs, chaining themselves etc..so the govt cud nt giv in2 this kind of intimidation becuase it wud show the govt as weak and willing to give in2 violence.

If you haven't already finished your essay, you could mention the fact that the Liberal government was preoccupied by other things by 1914 (Ireland, Germany, social reform) and so the voting issue was put to one side.
