I feel like I would be pressured into accepting a future 2nd apprenticeship

I don't want to accept it if the employer is going to mess around and keep changing the location again and they start looking for someone when the original site isn't built yet. I feel like I am stuck. Does anyone else feel like this?

For the first one I am telling job centre they let me go when actually I let it go at the last minute as it's too far, so now that this is on record I can't keep declining at the last minute can I?
