how does clearing work ?

hi out of curiosity if you were for example to apply for mental health nursing at anglia ruskin university and you get accepted in January for ucas points of 96, if it’s ended up being on clearing at this time of year can you call them to get an offer which u could lower if you think ur exams didn’t go as well as u thought?
(this hasn’t happened to me im just asking)
