Refused funding for new course but is eligible for funding

Hi Student Finance,

Im writing on behalf of my daughter. She was previously on a performing arts course for a 2 year Foundation Degree, she finished that in 2021/22 and had now been accepted onto a 3 year fashion BA for 23/24. My understanding is that she was entitled to 2 years of funding, and would have to pay the final year. However the letter she just got back from student finance says that she cannot have the 2 years of funding because the course is 3 years long. However the .gov website indicates that she should be entitled to it. Could you help - is there a specific form she needs to fill out or to appeal the decision? Thanks very much.

"Thanks for your application for student finance. We’ve taken your previous study into account when working out how much student finance you can get for your course.

What this means for you - You won’t get a Tuition Fee Loan in academic year 2023/24 . This is because you don’t have enough years of full funding left to cover the length of your course.

You’ll still be able to get a Maintenance Loan. If you’re eligible you’ll
also be able to get Disabled Students’ Allowances and any dependants
grants.

How we worked this out - You’re entitled to funding for the length of your course plus 1 year, minus any years of previous study you’ve done. Here’s the calculation we used:

3 + 1 - 2
= 2

Hi there,

We fund all years of a course + 1 additional year and then minus any previous study.

When it comes to the years we fully pay we put these to the final years of the course. If it's a 3 year course then for the first year it would just be maintenance loan unless she had previously left the course due to reasons outwith her control. Does this apply to her?
