Integrated Masters to Bachelors

Has it ever been known for a university to not let you change down from an Integrated Masters degree to a Bachelors?

Probably on a technicality, somewhere, but it's not very likely. The first 3 years of an integrated Masters are exactly the same as the Bachelors course. All an Integrated Masters is is a planned place on the 4th year programme. It's just numbers management. There may not be space on the masters year (more specialised courses, so smaller class numbers and less flexibility) to allow people to switch from Bachelors to integrated, the space on the Bachelors is there by definition.
