No. At Westminster they ignore you worst 20 credits and then calculate a weighted average as follows:

"Of the best 220 credits, module marks at Level 5 will be weighted one third, and module marks at Level 6 will be weighted two thirds".

So you could get 59% in Level 5 (second year), 76% in Level 6 (third year) and so still get a 1st. (That's even ignoring the fact that they ignore the worst 20 credits).
