If the uni requires a GCSE grade of C or above in English and I have received a D in GCSE but have a score of 7 overall in IELTS, will it still be possible for me to get accepted?

When you say "the uni", which uni are you referring to? Also, which course?
Generally speaking, GCSE requirements are fixed and mandatory. However, an individual uni might be prepared to accept a decent IELTS grade in lieu of GCSE English.
