Could anyone help me answer this? I'm unsure how to quite go about the for&against for this particular essay.

All help is really appreciated.I got an A for my last essay(low A however) which was rather unexpected,as I came into this class hoping for a B. I would like to build on this recent success but this topic in general(democracy) has been a bit hard for me to completely get my head around.
