From my *very* brief reading of the task I don't think it has to be that complex. If I was doing it I'd...

1. Enter questions and multi-choice responses down column A
2. Next to each question/responses have a clearly labelled cell were person enters their response
3. Have "correct" response hidden somewhere off the visible sheet (probably in a protected hidden column)
4. Use an IF statement to compare the actual response to the correct response

Everything else in the task is just counting
