Is IGCSE and GCSE considered two different qualification?
I did IGCSE english last year and failed but i'm doing gcse english this year with 4 a levels? Since i'm applying in September for universities, will i need to list in my UCAS both of the qualification or the GCSE one (if i passed)?

You have to list all achieved qualifications.
As for your titular question, they are different (level 2) qualifications.
