EEE engineering personal statement
I am currently in the process of writing a personal statement for EEE with the intention of applying to ICL however i would also like to apply to oxford; since oxford has a general program for the first 2 years what should i write to make it seem like i am also open to the other fields (i am)?

You still pick a speciality when you chose your UCAS course for Oxford (https://www.ox.ac.uk/admissions/undergraduate/courses-listing/engineering-science?wssl=1 Electrical Engineering H620).
An EEE PS wont be a problem.
See http://www.eng.ox.ac.uk/study-here/undergraduate/applying-for-admission/frequently-asked-questions for some guidance on what Oxford are looking for in a PS (but remember shortlisting will be based on your grades so far, predicted grades and PAT results - the PS will likely only be used for interview material).
