Sometimes, but it depends on the bully. Some do it due to the reaction they get, other's do it for a different reason and hence ignoring them will make them be worse.
Always, always, the best course is to tell someone: a teacher, a family member, a friend, and from there you can deal with the bully, together. Dealing with these things alone is never good, and even if it works they can plague someone else. I hope that helps.
