Question about potential PhD opportunities, not advertised

I'm currently looking for PhD studentships but there aren't very many on FindAPhD (etc) in my field of interest, so I have a question about "unadvertised" PhDs.
Say I send an email to a supervisor who has not advertised a PhD project but is interested in prospective students, what is the likelihood that they would be able to secure funding for a new PhD student? Is it very low or is there a chance?

Funding comes in odd on and off batches from a range of sources, so yes, it's ok to contact potential supervisors to ask. We just got 2 different batches recently so you never know.
