Driving license application

When i sent my application off (I had to do it by post because my passport was expired) I noticed it said if it was not completed within 3 weeks it’ll be refunded. I sent off my documents just over a week ago so will they cancel and refund it if the reason its taking so long is out of my control?

You can call and chase it up but government issued identification notoriously takes ages to arrive. my provisional too way longer than a week and it's too little time to worry yet.
