Would a university like UCL or Kings allow you to do a minor in Engineering or Physics if I'm studying Economics?

No. Not usually the way English university courses work.

As @ajj2000 says, British universities do not use the major and minor system. And additionally, any minor in engineering wouldn't be worth much in the engineering field as it would be unlikely to be accredited, and not worth any more than the physics, economics or other major outside of the engineering world.

As above, it's not how it works. You may be able to take some physics modules as external option modules in an economics degree if you meet the prerequisites. Engineering modules tend to not be available to non-engineering students at most universities though.
