Civil service fast stream applications

I wanted to find out if you fail the numerical test for the fast stream application can you still be considered to go to the next phase of the fast stream application

Last year, 1.8% (On average) went through for all the schemes. You have to be in the top 2% to get it. I would start applying other places. Don't give up, but go forward assuming you weren't the 1 in 56 who get it. Don't despair, though. This is my third time taking it because it IS so competitive and I got above/above/average last time and didn't move on to the next one.
