Which university does not look at your grades in USA?
None - they all do and they all consider it to be one of the most important factors of admission unless you're thinking about a community college.
All colleges will ask you for a transcript - what you might be able to get away with is if your past grades were dreadful but you showed significant improvement over the years.
Growth is a very important factor when it comes to US admissions chances.
If you had a rough couple of years, but pulled it together and showed improvements with your grades, and can tell a good story about it on your application, you might be able to salvage your application.
