Do infinite resistors in series tend to infinite total resistance and infinite resistors in parallel tend to zero?

yeah
for the series case Rtot=R1+R2...
and R1 etc are all greater than zero, so it's the sum of an infinite series of positive numbers.

for the parallel case 1/Rtot = 1/R1 + 1/R2...
again R1 etc are all greater than zero so the RHS of the equals sign also tends to infinity... and the value of Rtot is one over that.

one over infinity is going to be zero
