You should have the formula in your text or note:
C0=ϵ0Ad C_0 = \epsilon_0 \dfrac{A}{d} ----- Eq 1
which describes the capacitance C0 of the 'empty' parallel plates,
where
A is the surface area of the plates and
d is the perpendicular distance between the plates.

Next, if a dielectric of relative permittivity ϵr is inserted between the plates, the new capacitance C is
C=ϵrϵ0Ad=ϵrC0 C = \epsilon_r \epsilon_0 \dfrac{A}{d} = \epsilon_r C_0 ----- Eq 2

You have used Eq 2 in part (a) and you can use Eq 2 to find 161 pF in part (b).
