Tuition fee loans, no.
Tuition fee amount (ie. whether the student needs to pay ELQ fees or not), yes. As far as I understand a student who is eligible for DSA is exempt from higher ELQ fees. They are still not entitled to a loan, however.
My understanding may be incorrect so it's probably best you contact your funding body.
