I believe that the rule is "a student attending a course at the University of London or at any institution within the area comprising the City of London and the metropolitan police district"

So there is a London weighting for the maintenance loan. It is dependent on where a student studies (the campus location) not where they live, though, so a student living in London but studying in Cambridge or Chelmsford with us, you would not receive it.
