Migrant Worker Loan

Hello everyone! I have a question about SFE. Long story short, I'll start an undergraduate course in England this September. My nationality is EU but I'm an UK student (cause of my EUSS status). My father (EU national) works and lives in the UK, but his contract is now in Northern Ireland. I'd like to apply to the Migrant Worker Loan as the child of a migrant worker, but I'm not sure about the rules. If I'm gonna study in England and he works in Northern Ireland now, is my application valid? Or does he need to be working specifically in England?
