One measure of the quality of a journal is the impact factor. Journal of Geoscience and Environment Protection =1.2, Geoscience journal =0.72. The higher the number the better. Impact factor measures the number of times papers from that journal has been cited by other papers over the past year.
However, it ignores the possibility that an individual paper could be of a very high quality but overlooked. It also depends on what's trending in research. A topical paper will attract far more attention. When looking at research, both journals will offer something to their readers.
