How does cardiff uni give out unconditional offers?

So i am applying to cardiff uni for cs and i saw a post earlier of a guy who had BBC as his final grade and got an unconditional when their requirements where ABB-BBB. I have also not seen anyone get unconditional that has not got their final grades. I am predicted BBB so does this mean they only give unconditional offers to people that already have their A level grades?

Hi there,
I think that if the university already knows your final grades and is impressed with your application, then you could get an offer but only with the final grades. However this is not guaranteed.
