upthrust physics a level

I'm a bit confused. if for example, a ball is moving downwards in the water so drag and upthrust is up and the weight is down.

why is the resultant force at the lowest point upwards? I thought the drag decreases as the velocity decreases so it would be less on the top.

Under what circumstance is the resultant force pointing upwards? I don't see how that would happen when a ball is falling in water. You are correct in saying that drag decreases when velocity decreases.
