What have you tried so far?
Assuming you have written down mathematically what "r is directly proportional to the cube of s" means, plugging in r = 18 and s = c gives you a relation between c and the proportional constant k.

If you are afraid of the c, try experimenting with c=1, c=2, c=3... and see what happens.
