Due to resitting+ applying the following year, or are there restrictions to doing this? e.g. if I finished y13 in 2023, resat my A levels in June 2024 then applied for 2025 entry would that be fine?

Yes at most unis this is fine as long as you have predicted grades, it’s called deferred entry x
If you don’t have predicteds then you have to wait til you have achieved results
