I think so. Just because it was Moffat's episode, I think he meant it. If it was any other writer I'd say it was a coincidence

They did the same thing with the last two episodes. Because of Memorial Day, it wasn't on one weekend so they did the second part of the Gangers story on the Saturday, and then had the finale on the Monday - 3 days after we got it.
Perhaps they're starting a week late. The first Monday in September is labour day - that's the only holiday I can see. I'd imagine it basically is them catching up, and so it will start airing for us on 27 August.
