How do you determine the coordinate bond when you are given a question that simply states:
E.g. Solution A, is copper Sulphate and is blue.
HCl is added and solution B is formed and its yellow.

Q: Determine the formula for each formula causing the colour change
Q: Write an equation to show Solution A -> Solution B.

Simply dissolving Copper Sulphate in water will generate the hexaaqua complex :[Cu(H2O)6 ]2+. Adding HCl will effect ligand exchange and hence you get : [CuCl4 ] 2-.

I'm not sure how you would predict this without some analytical data...

You are expected to learn that all the 1st row transition metal ions are hexaaqua in solution.
You are also expected to learn that, due to the large size of the chloride ions, the chloride ligands form tetrachloro complexes.

In reference to the previous comment, how do you determine the overall charge ?

The overall charge on a complex ion is the sum of the individual charges
