Try converting both units to g/L:

1 ng = 10^-9 g and 1 μL = 10^-6 L

1 ng/μL = (10^-9 g)/(10^-6 L) = 10^-3 g/L

1 μg = 10^-6 g and 1 mL = 10^-3 L

1 μg/mL = (10^-6 g)/(10^-3 L) = 10^-3 g/L

Since both convert to the same amount in g/L, they are equivalent.
